Chapter 11 allows the CPI to consult with a substance abuse expert when information available at pre-commencement, or obtained during the Family Functioning Assessment, indicates that substance misuse is believed to be occurring in the home at any time prior to making the impending danger safety assessment. This change allows for flexibility in the investigative process and helps to eliminate any delays in the investigation.
